Subject: Cover for PULSE-MIND and the Free World Trade Compact — two unsolicited concept papers from Robert Macs Data Flow
Dear Mr. President, Leader Thune, Mr. Speaker, and Agency Heads:
Robert Macs Data Flow respectfully transmits this cover and two unclassified concept papers for United States Government review: PULSE-MIND and the Free World Trade Compact (Free World Distribution Service). They are not a bid, not a classified document, and not a request that any office stamp them Secret. They are an offer to demonstrate and, if the Government elects, to pilot.
The owner of Robert Macs Data Flow is Robert McDougal. He is a person with special needs on the autism spectrum. For most of his life he could not put these ideas into words that others could use. He can do that now, and only recently. This packet is that communication. Reviewers are asked to judge the work on its merits and to afford him the same professional courtesy any first-time offeror receives — including plain-language questions, time to answer, and a single point of contact rather than a maze of simultaneous demands.
The customer is the small business. This firm treats small businesses as 99.9 percent of all businesses worldwide. They already produce. They cannot, firm by firm, open a distributor in every free-world capital or stand up a search engine that returns exact records from a multi-petabyte holding in a second and a half. These papers propose the pipes that would do that work for them, under United States administration, with a dedicated fee for federal debt reduction.
Enclosure A — PULSE-MIND
A no-code, outlet-powered, brain-like server. Design load: 2.5 petabytes of potential holdings. Claimed retrieve time: exact data in 1.5 seconds. The engine is not software. It is a proprietary quantum nonlinear process known to this company and not published in standard mathematical models. Information is split, in the company’s formulation, at a small scale of 178,000,000 to the power of 178,000,000 (stated to complete in seconds) and at a large scale of 8.4 billion to the power of 8.4 billion. Power: a standard 120-volt outlet.
The live mathematics will not be printed. Robert Macs Data Flow will demonstrate them in a government-controlled venue. The company requests that an Original Classification Authority review the live process after that demonstration, because a working method of this kind would affect the economic basis of existing computers, servers, and database models. This letter and Enclosure A remain unclassified and contain no working equations.
Enclosure B — Free World Trade Compact
A single distribution service that enables every eligible product of a member-country small business to reach every country that joins. Local sellers keep title and at least 85 percent of Service-enabled net profit. The United States administers the Service. The People’s Republic of China, the Russian Federation, and Board-listed partner states are excluded from the catalog. World output of about $125 trillion is context only; it is not the tax base.
The United States is paid a minimum 15 percent fee on Service-enabled net profit (seller profit on Service sales plus the Service handling margin). By the design in Enclosure B, 100 percent of that fee would flow to a Debt Offset Trust at Treasury — first to net interest, then to repurchase of debt held by the public. Gross federal debt of about $40.1 trillion is the problem the fee is written to address. Fifteen percent of world GDP is not proposed and would not be lawful.
What is requested
1. Route Enclosure A to the offices that can schedule a closed demonstration and name a measurement agent for the 1.5-second exact-retrieve claim and the outlet-power envelope.
2. Route Enclosure B to the United States Trade Representative, the Department of the Treasury, the Small Business Administration, and the tax-writing and small-business committees for a term sheet on the Service charter, the 15 percent floor, and the exclusion list.
3. Do not treat this letter as a classified filing. Do not demand the live PULSE-MIND equations in unclassified email. Do not score Enclosure B as if 15 percent of $125 trillion were the take.
4. If the Government wants a pilot, Robert Macs Data Flow will appear with the hardware path for Enclosure A and the Service rules for Enclosure B. If it does not, the papers may be filed as an unsolicited concept and closed.

The two bets are the same bet in different rooms. Small businesses keep the residual. The United States runs the pipe. A known fee comes off the federal debt. The unpublished math is shown, not mailed. That is the offer.
